Short Term Lets Consultation
The Scottish Government has launched a consultation on detailed proposals for regulating short-term lets in Scotland. Detail of the Consultation paper can be found at Consultation Paper.
Three potential interventions are being explored:
- to establish a licensing scheme for short-term lets using powers under the Civic Government (Scotland) Act 1982;
- to prioritise work to give local authorities the power to introduce short-term let control areas under powers in the Planning (Scotland) Act 2019; and
- to carefully and urgently review the tax treatment of short-term lets, to ensure they make an appropriate contribution to local communities and support local services.
The intention is to lay the regulations giving local authorities powers to license short-term lets and introduce control areas in December so that they can be in force by spring 2021. Consulting on the detailed proposals forms a part of the preparation to do this. The Government want your help in getting the details right.
The work on short-term lets was paused in March 2020 due to the COVID-19 pandemic, and resumed in July 2020. The delay caused by COVID-19 means that this will be a shorter period of engagement than originally planned.
